As someone who's taken my fuel pump out more times than I can count I can assure you that its no longer submerged way before 1/4 tank. Every cars tank design is a bit different though. I only follow lightly, fascinating stats around everything about these cars. Wasteful isn't one compared to basically any other sport on earth. ~16 teams doing ~20 races per year. 16 gal per race, 20 times a season, 16 cars thats 5,000 gallons of fuel. Double that for practice, bracket runs, 10,000 gal of fuel. That's equivalent to 20 people driving an average year, or just several private jet flights.
They measure enough fuel to *hopefully* finish the race beforehand, put that in and hope for the best.
