As long as you move over when there is space I would never tailgate, but if you don't that's when I do.
This is the law in most states. The lane of traffic is to maintain speed and the merging vehicle is to speed up and locate a safe mergpoint.
Sadly this will never happen, some younger people are worse because they think they know.
