For someone from outside of the US, this is a good question as the rules for pardoning in the US can be very different from other countries. For example in my country you can only be pardoned if you have been convicted of a crime. Preemptively pardoning someone isn't possible to do here. And the Fauci situation was confusing to me until I read the explanations in the comments here.
