#1 If I remember correctly (which im too lazy to google rn) I think its 3 shifts, with like 60+% being day. ~20% evening-night and ~20% very early morning to mid morning. Biology is weird man.

Unfortunately, whistleblower laws don't protect someone from committing a 'crime'. An California being a multi party consent state means any secret recording in an area where "reasonable expectation of privacy" yada yada. Although that being said... I don't think that should apply to public officials on the job.
