It's been a long while since they had -5V and -12V rails in PSUs it's one of the reasons why modern systems can't run on old PSUs.

You sure it's not a Socket A? Def looks like either an ATI Rage or Diamond Stealth graphics card and prob a SoundBlaster sound card.
That looks more like a sanitizer where you have to wash them before putting them inside it.

This whole board is way too heavy on solder, there should be a concave fillet on the joints vs the convex round balls. Needs flux & reheat

I agree, why are they green? Only the bottle is green and it's like a weird dark brown when you pour it.
