What is air: a mixture of nitrogen, oxygen and other gases including water in gas (!) state. The amount of water in gas state in air depends on the temperature and pressure of the air mixture. What is moisture? It could be a small amount of liquid (!) water making something wet. It could be invisible water in gas state in air. Semantics ;-)
You're right about the vapor: a substance in gas state. I see you C&P that part from wiki. Water, at atmospheric pressure, needs to reach 100C to turn into steam. Also, there is no 'cold steam'. I mean, sure, at zero pressure water boils at room temp and could turn into gas state but this horse isn't at zero pressure. All this is also semantics: steam forms when a substance is heated above its boiling point.

The temperature threshold, boiling point of water, is the difference. So not really the same conditions. Also not really the same physics: water in gas state (steam) turning into water in liquid state (droplets) vs. small warm water droplets from the horse gathering around small colder water droplets in the cold air and growing big enough to see. Those colder water droplets in air are NOT in gas state.
Even very small water droplets, small enough to float in air, have thousands and thousands of water molecules. Water molecules are SMALL! ;-)
It's not steam as the water didn't first turn into steam. Water needs be above boiling point to turn into steam.
Or less. Hopefully less, a LOT less.
