I'm curious what's stopping "western" schools from doing this because it sure seems like a great lesson in looking after your own community.
People overinvest in RE because they keep thinking it will go up. Build enough (like in NZ) and rents came down.
So the free market works and everyone is happy
Even shareholders don't like class action lawsuits and fines.

HK was a British colony from 1842 - 1997. It is now part of China but is run under the "one country two systems" principle.
