They are selling for cheaper (I live in Australia).
I have surfed and spearfished (in Australia) for over a decade now. I've only seen one shark. And it swam up to me and swam away. (2/2)
I completely see where you are coming from, although the odds of even seeing a shark (let alone being attacked by one) are soo slim!! (1/2)

water, if you are outside of the flags it is more dangerous conditions and harder for the lifeguards to save you. (2/2)
it's more to do with the tourists that come to swim on our beaches, the flags are where the lifeguards protect those swimming in the (1/2)
