An example I can think of for this in Canada is on native reserves with desirable beachfront locations. As far as I understand it, they can't sell you the property, but will leasehold it. You can 'sell' the house/cottage but the band needs to approve the new lease on the land to whoever buys it. Banks won't give out mortgages on them because if the band doesn't renew the lease, you have to move the house or abandon it.

In Ontario, we have to pay the disposal fee when the tires are purchased, so it's 'free' to get rid of them. Helped cut back on this
