Polling predictions are done with way, way less than 5% of the data and are usually pretty close (at least within a few percent). So long as it's a reasonable representation (i.e. not all areas that supported Markey specifically) that's more than enough data to work from.
I had a chat with a Ukrainian friend about the war there, their second biggest fear (after Russia taking over) is all the people who have collected the weapons that are flooding the country and staying away from the battlefield. They're going to try build their power when the war is done.

This wouldn’t work, because there’s no money to pay a dividend. It’s just debt passing around tech companies with minimal real revenue there. There are loans that may never get paid and shareholders that will lose out, probably eventually coming from pension funds (which is why mElon is angry he can’t get in the S&P)
