How hard id it to say "They"
I don't understand why people complain about no new content when the whole game is kill stuff to get gear, they added new tile sets as well

Yeah pretty much, he used them as tools to further his own goals with no intention of letting them become strong enough to usurp him.
Then it becomes the rule of one which is what happened with Darth Sidious, the whole point of the rule of two was to create a sith empire
