What is that from? A honda? Change between 15-30K miles or more often if you mostly travel diet roads or other dry dusty conditions. Looks like it has some miles on it but I've seen worse.

In my experience, part of the announcement is the old fashioned way of acknowledging that you aren't changing the name to evade a debt or other obligations, like a former marriage or responsible for children. This was more relevant when folks weren't tracked via credit scores, social security numbers, and online profiles. Also, newspapers as the requirement vehicle for the announcement is telling.

I read about this a long time ago. Someone tracked one down to a building in Japan. iirc the building had been a bar or something and the TV never moved. The cost to take it away was more than the owner was willing to spend so it ended up being built into a corner unused. The person managed to pay for the removal and remodeling efforts to lift it out.
When someone games their system they change the rules.
