Some bolts/studs are strained so much that loosening is not likely, and the stud will need to be replaced anyway as they are single use(1)

That is likely industrial polyurethane paint with maybe an epoxy primer that is still structurally intact = not gonna come off easy.

A better option is to use non rusting fasteners and avoid painting them if you plan to change flanges on regular intervals.
