Not necessarily. My dad's dog plays with my dog by growling and snapping at her, but her tail is going a mile a minute and never in 2.5 years of having my dog has either of them getting hurt. Mag just thinks that's how to play (she didn't grow up with other dogs). Owners know their babies.
