That center rail is part of a fall restraint system. You're harnessed into a trolley type device that rides in the rail, the attachment point is at chest height on your harness. It's more comfortable and less tiring to lean back and just step up the ladder, not using your hands. Consider that trolley his third point of contact.
There's a great book about this called "If Women Counted" by Marilyn Waring, it's been around for awhile but it's still an interesting read.

They are not air conditioned. Deep mines like that are hot and humid and grueling to work in.
