I'll just say many moons ago. Seems to me loke it's always best to go with an independent inspector of your choosing.
When my childhood home was built, the workers did not extend the retaining wall into the ground AT ALL. According to my folks, when the inspector found out, he tore them a new asshole and threatened litigation unless they rebuilt the entire thing properly, free of charge. They complied.
