I think whats happening here is that the flame gets deprived of oxygen, which gets fed in from the top so the flame grows in length to meet the oxygen, but there is a low pressure at the bottom because hot air rises, so the air rushes down along the outsides.
it can yes, if the cpu wasnt able to get rid of its heat before it might have been thermal throttling. Now that heat flows more freely it might just be running faster.
