#3 happens all the time. Too many people use the ER as a primary physician. Its ridiculous.
(2) At the end of his journey, youll be able to look back and know you gave him every chance possible...and you remained a good person.
Do what you wont regret. If you have to grin & bear it to give him a chance to be better to you-at least youll know it was nothing you did.

Not sure they would (1) have access to enough objective information to make that decision or (2) would feel safe to answer differently.
The clear difference is individual freedom and power. Sure the US has major problems, but we also have a right/power to make changes happen.

For the record, orphanages were abolished in tue US decades ago. They have been replaced by foster care and group homes.
