Hate to break it to you, but chains are for getting traction to move, not stop. Trucks on steep downhills are supposed to stay in lower gears to keep them from going too fast and blowing out their breaks. Also, chain law does not mean every vehicle has to have chains. Commercial vehicles have to have chains or 4 wheel drive; vehicles over a certain weight limit have to have chains.
Putting BBQ sauce on something doesn't make it BBQ. Traditional BBD doesn't even have BBQ sauce.
