It's a shame because being able to make a phone call from anywhere is a pretty cool and could help people in all sorts of emergency situations.

Doesn't change that they don't make baby shoes that small. The smallest kids size for 0-4 months is a US zero and that's 3 1/8 inch.
I'd look at shoes for larger dolls for something this size.
