They are settlers, they kill or displace the native population so they can establish a settlement that is recognized by the state of Israel.
The term "settler" doesn't only mean the land is unoccupied, it can also mean the people coming in to claim the land consider the native population to be a lesser race (if they even consider them Human.)
The prime example is American settler's treatment of Native Americans.
