It was an attempt at making bullet resistant armour near the end of WW1, if you take a look at the earlier (than this) Italian attempts, you’ll see it wasn’t incredibly effective.Traditional plate armour doesn’t stop bullets, hence the attempts at new designs - we later decided it wasn’t worth it, and developed Kevlar and other forms of modern bullet resistance - because proofing is kinda impossible, resistance is the best You can really get to.
