Straight wide roads decrease speed perception. Maybe the posted speed is 20mph, but subconsciously you could drive 50mph. "Sharp" bend doesn't need to be pinpoint sharp, just sharp enough to bring down the speed to where it needs to be, even 2 bends each 15 degrees is good. Vegetation also increases perceived speed, especially near intersections, meaning that people naturally slow down and look. This is where people live, not a road or a highway. This is a residential street.
Stop signs are bad design. Change it out with a sharp bend, short sight lines, or a speed bump.

If you need to rerun the wire (tough luck if no conduit), tie a candy wrapper on a string, suck it through conduit with vacuum.
