I've found that dead centers on wood lathes frequently bore their way into the work. If you can find a live center, you might be ahead.
Really cheap is a bonus. That looks like a metal working lathe that has been re-purposed. The tailstock might work - is it a live center?

As I understand it, he didn't know it was the folks he hired - he was just asked if he wanted to file against two unidentified guys.
The saddest thing is that it sounds like he was ready to file a complaint against the two dudes until he found out it was the brothers.
