People often misunderstand the Fairness Doctrine. It did not prevent lying, nor did it require factual accuracy. It only required that contrasting viewpoints on controversial public issues be aired by broadcast license holders. Most importantly, It did NOT apply to cable television. So networks like Fox News were never subject to it and were free to present openly partisan viewpoints regardless of the Fairness Doctrine
