The reality is most people will have phones. Who don't -- backups. I'm all for not requiring phones (which are sometimes needed even in some banks -- not even a webpage accessible via computer!), defaulting to an option that doesn't necessitate touching nasty objects is a win in my book.
Physical backups can exist, why not.
