Yes but the police are out numbered. There's a science to crowd control. Strike hard. Strike fast. Strike first.
The police need to take control. Obviously asking nicely didn't work.

It's a tactical advantage. There are more protesters then police. Peacefully arresting individuals amongst large groups would only incite
