Meaning if Person A Is the one with the local AI and also the one making realistic CSAM, then the CSAM is already a worse crime so they probably won't care about skipping the watermark. No law "requiring all AI" to do anything can ever be enforced. People can run AI on local devices with their own fully custom code and data. So if they're going to use AI to break the law, they will just break the law of "all AI is required to" by literally not coding theirs to do the required thing.
